Nantong Lvsi fishing port is one of the first group of state-level central fishing ports. While its annual marine fishing amount accounts for one third of that of Jiangsu Province, and the number of people engaged in marine fishery production exceeds 30,000, the development of fishery economy has also brought about some conflicts and disputes. However, there was such a mediator who, in the face of complicated and changing situations, always insisted on the front-line of dispute settlement, committed to properly resolving disputes involving maritime fisheries, and endeavored to resolve contradictions on the spot.

Sun Chao is the deputy director of the Lvsi port Judicial Office and the director of the Lvsi town People's Mediation Committee. Because of his outstanding mediation ability, he was specially invited by Nanjing Maritime Court as the mediator. In March 2023, seaman Li was accidentally hit by a cable while working at sea. Sun Chao actively coordinated with the owner of the ship to compensate him. Within a day, the two parties signed a mediation agreement, which was confirmed by Nanjing Maritime Court. Compensation matters were handled efficiently and properly. In Sun Chao's 12 years of people's mediation work, similar efficient mediation is numerous. Since 2021, Sun Chao has mediated more than 70 disputes involving marine fisheries, with a compensation amount of more than RMB 25 million. The average closing time of the case is 2 days, and the agreement performance rate has reached 100%.

"Conflicts between the masses matters, especially for fishermen engaged in marine fishing. It is not easy to make money for fisherman. Since I am in charge of mediation work, I am duty-bound and must do my best to protect the vital interests of fishermen." In June 2023, Nantong dispatched tribunal of Nanjing Maritime Court appointed Sun Chao to mediate in a case. The plaintiff Peng was accidentally injured during the operation of a fishing boat, so he sued the owner Zhou for compensation. Zhou said that he was seriously ill and needed long-term treatment, and was no longer able to operate the fishing boat. He had sold the fishing boat about half a year before Peng sued. He had no financial resources and needed a lot of money for his own treatment. Moreover, Peng has not handed over the hospital medical records and invoices to Zhou, which made Zhou unable to settle the claim through the insurance company. Since this case involved multiple compensation payments such as lost wages and nursing expenses, mediation was difficult. Sun Chao took the initiative to step forward and got in touch with the defendant Zhou as soon as possible. To finding the crux of the problem, Sun Chao listened the needs of both parties and communicated patiently, finally led to the signing of an agreement between the two parties, and applied for judicial confirmation from Nantong dispatched tribunal of Nanjing Maritime Court. Soon the dispute was satisfactorily resolved.

He convinced people with reason, emotion, and law. He has been fighting on the front line of mediation work for more than ten years, demonstrating the responsibility and responsibility of an excellent mediator.
