Safeguarding marine resources development and environmental protection through the rule of law is a crucial measure for thoroughly implementing Xi Jinping Thought on Ecological Civilization and an essential requirement for serving the strategy of building a strong maritime country. This year marks the sixth year of collaborative efforts between maritime judicial and administrative organs in Jiangsu. On July 11, Nanjing Maritime Court organized a research symposium on “Safeguarding Marine Resources Development and Environmental Protection through the Rule of Law.” Attendees included principals from relevant departments of ten provincial units, including Jiangsu Provincial Natural Resources Department, Jiangsu Provincial Ecology and Environment Department, and Jiangsu Provincial Transport Department, etc. The symposium was chaired by Wang Yun, Member of the Party Leadership Group and Vice President of Nanjing Maritime Court.
The meeting briefed Nanjing Maritime Court’s work over the past five years in serving and guaranteeing marine resource development and environmental protection, and solicited opinions from all participating units on the Measures for Supporting and Advancing Marine Resources Development and Environmental Protection.
During the discussion session, representatives exchanged views on the experiences, achievements, and challenges related to marine resources development and environmental protection in the high-quality development of the marine economy, covering sectors such as shipbuilding and offshore industry, marine fisheries, maritime transportation, and marine new and renewable sources of energy. In-depth discussions focused on key areas including the approvals for marine resources development, environmental law enforcement and regulation, and ecological damage compensation.
Nanjing Maritime Court next step will continue to deepen the “1+10” collaboration mechanism between maritime justice and administrative law enforcement. Adhering to a problem-oriented approach, the Court will conduct joint research with relevant functional departments on legal issues concerning the development of new maritime industries and business patterns, the utilization and protection of sea areas, the use of ecological damage compensation funds, and non-litigation administrative enforcement. These efforts aim to collectively resolve complex issues that constrain the effectiveness of maritime justice and law enforcement, work together to build a legal community for marine ecological environmental protection, and provide stronger legal safeguards for the high-quality development of Jiangsu’s marine economy.
