为认真贯彻落实党的十九届四中全会精神，更好地服务“一带一路”交汇点建设和国家海洋强国建设，针对海事海商案件涉外性强、国际公约适用比例高、证据材料外文资料多的特点，南京海事法院党组书记、院长李后龙批示全院应当组织一支以法官为主体的翻译队伍。南京海事法院整合外语基础较好的干警，组建了一支海事审判青年翻译小组，先后制作了英文诉讼指南、英文导诉范本、英文扣船笔录，编写英文网站稿件，并参与了第一次扣押外轮行动。
To conscientiously implement the spirit of the fourth plenary session of the 19th Central Committee of the Communist Party of China，and serve the Belt and Road Initiative and the construction of national maritime power better, Li Houlong, Secretary of the Party Committee and President of Nanjing Maritime Court(NMC) noted that the Court should build a translatorteam which is mainly composed of judges, considering the characteristics of maritime cases with strong foreign-related nature, high proportion of applying international conventions, and abundant foreign language evidence materials. Afterwards, NMChas integrated judicial personnel who have a good command of foreign languageand set up a youth translator team for maritime trial. The team has already drafted the English version of litigation guidebooks, litigation forms,transcript of arresting a ship and manuscripts of NMC English website, and participatedin NMC first action of arresting a foreign ship.
2020年1月17日，南京海事法院组织召开青年翻译小组交流会，南京海事法院党组副书记、常务副院长李彬，南京海事法院党组成员、政治部主任闵星，省法院民四庭副庭长朱亚男，省级机关青年联合会成员、省法院监察局副局长陈飞翔，省法院民四庭审判员陈亮，省法院团委书记张浩书，省级机关青年联合会成员、省法院行政庭法官助理胡志成，南京大学法学院副院长宋晓教授，东南大学法学院院长助理于文婕副教授，南京师范大学外国语学院院长助理许多副教授，江苏法制报副总编吴锦铭出席了交流会，南京海事法院相关人员参与交流。

Li Bin, Deputy Secretary of the Party Committee and Executive Vice President of NMC, Min Xing,member of the Party Committee and Director of Political Department of NMC, ZhuYanan, Vice Director of the Fourth Civil Tribunal of Jiangsu High People's Court, Chen Feixiang,member of the Youth Federation of Provincial Organs and Deputy Director of the Supervisory Bureau of Jiangsu High People's Court, Chen Liang，Judge of the Fourth Civil Tribunal ofJiangsu High People's Court , Zhang Haoshu, Secretary of the Communist YouthLeague of Jiangsu High People's Court, Hu Zhicheng, member of the YouthFederation of Provincial Organs and Law Assistant of administrative tribunal of Jiangsu High People's Court, Professor Song Xiao, Vice-dean of Law School ofNanjing University, Associate Professor Yu Wenjie, Dean Assistant of Law Schoolof Southeast University, Associate Professor Xu Duo, Dean Assistant of theSchool of Foreign Languages of Nanjing Normal University, and Wu Jinming,Deputy General Editor of Jiangsu Legal Daily attended the seminar. Some other relevant personnel of NMC also participated.
交流会由南京海事法院海商庭庭长赵培元主持。省法院民四庭副庭长朱亚男，省级机关青年联合会成员、省法院监察局副局长陈飞翔，南京海事法院党组副书记、常务副院长李彬分别作了致辞。李院长充分肯定了青年翻译小组工作，就进一步推进提出了三点意见：一是要提高站位，精准定位，进一步强化责任担当。二是要服务国家大局，司法为民，公正司法。三是要着眼长远，创新机制，提升专业化、国际化水平。
The seminar was hosted by Zhao Peiyuan, Director of the Maritime Tribunal of NMC. Zhu Yanan, Vice Director of the Fourth Civil Tribunal of Jiangsu High People's Court, Chen Feixiang, member of the Youth Federation of Provincial Organs and Deputy Director of the Supervisory Bureau of Jiangsu HighPeople's Court, Li Bin, Deputy Secretary of the Party Committee and ExecutiveVice President of NMC gave a speech respectively. The Vice President Li spokehighly of the youth translator team and its work, and offered three suggestionsto the team. Firstly, embrace an elevated perspective and a more accurate positioning to take on more responsibility. Secondly, serve for overall strategy of the country, for the people, for judicial justice. Thirdly, workwith a long-term view to innovate mechanismand promote the specialization and internationalization of NMC.
宋晓教授、于文婕副教授、许多副教授分别作了如何做好外国法查明、如何提高法律检索和英语交流能力、如何提高法律翻译能力的报告。全体与会人员围绕如何进一步做好青年翻译小组工作，提升南京海事法院专业化、国际化水平展开了热烈讨论。南京海事法院党组成员、政治部主任闵星做了总结。
